EVALUATION OF LOCAL ADMINISTRATION POLICIES IN DEVELOPMENT PLANS DURING THE PERIOD TOWARDS 2019 LOCAL ELECTIONS

Five Years Development Plans prepared by the Ministry of Development, whose former name was State Planning Organization (SPO), are the basic policy documents presenting the development plans of Turkey in social and cultural fields in the long term. Ten different development plans for the period between 1963 and 2018 are prepared by the Ministry. The basic goal of these development plans is to enable Turkish society reach a happy and prosperous life standard and to enable Turkish society live under conditions that are compatible with human dignity. Country policies in every field are firstly determined and shaped in development plans. The goal of this study is to determine the current situation in terms of policies about local managements in development plans and to make suggestions for creating a reliable and sustainable future road map. Local managements are statutory bodies that are established for meeting the common local demands of the public in city and managing bodies of these local authorities are chosen through election. The presence of local managements is based on the purpose of making cities livable and meeting minimumnecessities of the public in a city. Various services offered by the central administrations such as tourism, environment, culture, sports, village and social services are under the responsibility andauthority of local managements. So, it is possible to say that the duties and responsibilities of these managing bodies have been currently increasing. In order to be able to carry out these duties and responsibilities, local managements shall have efficient, active and productive basis. Qualitative design document analysis technique is used in this research and the sections of 10 development plans about local managements are analyzed. The most significant contribution of the method to science is that it ensures the analysis of the research topic in the context of its relation with other policies. On the other hand, the study has the goal of enabling political parties create and form their election bulletins by taking the above mentioned issues into consideration. At the end of the study, findings and suggestions of the research is presented.
