Socio-economic change and transformation due to globalization have revealed the disparities in development within and between regions as well. Together with globalization, the classical development approach, which has been adopted by the states for long has been left. A transition from classical management behavior, in which decision-making process regarding all state issues is centralized, to a new one; in which local priorities and decision-makers are of more critical importance has been realized. In Turkey, in the accession period to EU, a new method of planning was adopted by the utilization of regional development agencies. Development Agencies emerge as a new governance model with the understanding of improving the cooperation between the public sector, private sector and non-governmental organizations by ensuring effective use of resources in the local area and reducing the development disparities between regions and regions. In this frame, the major aim of the article is to reveal the historical development of Regional Development Agencies, as the actors of this novel development approach during the accession period to EU and at the context of globalization; to examine relationship between the Development Agencies and civil society, and lastly and more specifically mentioning Serhat Development Agency’s study regarding non-governmental organizations and civil society in TRA2 (Agri, Kars, Igd?r, Ardahan) Region. In the study, a literature review was made regarding the current status of NGOs operating in the TRA2 Region and a questionnaire was applied to active NGOs. As a result of the research, NGOs are primarily concerned with problems such as financing problems, functionality, coordination and cooperation, etc
