Belen which entered the rule of the Ottoman Empire during the 1516 remained attached to Aleppo until the 19th century. Belen, on the occasion of being a passage connecting Iskenderun which was the natural harbour of the region to Aleppo and its art area was a neighbourhood more concerned by Aleppo. However, this place which was connected to the province of Adana through the amendment made in 1815 was recognized as a starboard center after being reconnected to Aleppo in 1857 due to the increased complaints and events related to the bandits. When the province regulation was applied to Aleppo on February 26, 1866, Belen was converted into a district subjected to the Payas starboard of Aleppo. In 1870 after organizing Adana as a province and connecting Payas to it as a starboard, the district center of Aleppo province was created in connection with the starboard of Aleppo.
