Withintheyears 1960’s whenTurkeypassedtoplanneddevelopmentperiod, someproblemslikerapidpopulationgrowthandlack of infrastructure has pullulated in cities. Inthecontext of thisbeginning, solutionsto be producedforthetheadministration of metropolitans, thedetermination of thecityareasandallaying of theauthorityconfclictbetweenlocalgovernmentswhicharerecentlymostdebatedtopicshavealsogainedimportance. Inthisstudy, nationaldevelopmentplansthatarethedocuments of planneddevelopmentperiodareexaminedand in questionproblemsarereconsideredthroughoutthesedocuments. Fromthefirstnationaldevelopment plan wasdeclared in 1963 tolastnationaldevelopment plan wasdeclared in 2013 which is alsotheremainingoneduringthepresent time, 10 nationaldevelopmentplanswereanlyzed in thestudy. Primarily, a theoricalassessmentwereincludedandthennationaldevelopmentplanswereexaminedfocusing on how muchplacewasreservedforthenotion of metropolitan in thesedocuments. Theoriginalvalue of thestudy is not toinvestigateall of localgovenments but themetropolitanswhichhavecontinuoslybeingexperiencedadministrativeand urban reformsthroughnationaldevelopmentplans. Thus, it wasplannedtoputhforth how 6360 numberactappeared step by step andreflected on 10th National Development Plan whileconsideringthereason of metropolitans’ establishment, theirroles on nationaldevelopment, theirrevolution in time.
