Deaf community which is known as hearing-impaired in Turkey is considered as a cultural group not as a disabled group. The components of the deaf culture are language and common life habits. The problems that deaf society has experienced show that they are subject to social exclusion. In this study, economic, social and cultural problems of deaf community in Sivas and their effects on deaf individuals are examined. The study group was reached via snowball sampling and the data were analyzed by descriptive analysis technique. According to the results obtained, the deaf community is exposed to the stigmatization, living outside the cultural sphere and isolated from the hearing society. Because of communicational differences, from working life to social activities, deaf individuals are excluded in economic, social and cultural field. So, it is necessary to develop various social policies and raise awareness level.
