In the first part of this essay, the innovations are mentioned about the perspective of women affairs and the improvement of women conditions in the period of stepping to the Administrative reform period of the Otoman Empire. In the second part, the main emphasis, under the light of the narrations, is Semsettin Sami's booklet of Women. In the booklet of Women by Semsettin Sami was put down on paper in 1296 (1879), stating the methods to be followed in the modernization of women, which became the symbol of modernization in the Administrative reforms. In the view of him, the best way to be followed in order to improve the conditions of women is to educate them. The educated women will be the most effective aspect in providing the public's welfare and improvement. In the last part of the essay, Semsettin Sami has an emphasis on the critics of the Europeans made to Islam on women.
