RISK EVALUATION AND MANAGEMENT IN CBRN TERRORISM

It is discussed in risk evaluations based on scientific and technological developments that CBRN (chemical, biological, radiological and nuclear) agents will be used more widely as tools of terror in the future. Strategies that will be developed against CBRN attacks should be evaluated as a whole together with risk management, preparation, intervention and rehabilitation studies. However, the risk evaluation and management of CBRN attacks and especially prevention, scanning and determination studies have a significant importance due their unique features. A basic framework regarding CBRN agents that can be used for terrorism purposes has been prepared. In the light of the discussion on the evaluation of CBRN terrorism; factors that increase risk along with the objective and targets of the attacks have been evaluated drawing attention to specific situations that pose risks for a country. Fundamental points of forming a risk management approach along with the contribution of preparation work to risk management have been evaluated.
