REPUBLIC THOUGHT IN EARLY PERIOD OF TURKISH ADMINISTRATIVE HISTORY

The Turks percept of sovereignty which is based on idea of kut and is donation from God it is seen traces of the concept of welfare state. The limits of this concept is determined by legal power (tore). It protects people and is dependent on principles of law. In this regard ?t is necessary the position of phenomenon of republic in Turkish state culture to be evaluated as a problematic event. In this article it is tried to be searched whether it can be founded about presence of ‘republic’ idea in old Turkish state concept. This matter is assessed in looking at perception of state, administration and domination in Turkish history.
