Seeking solutions to the problems caused by market failures, eliminating damages and failures is among the duties of the state apparatus and its sub-institutions as a common organization of the public. Although the Republican experience, which has taken ov er some of the legacy of the old structure, in addition to the new institutionalization that has been close to a hundred years, has undergone revisions such as the parliamentary system, the military regimes and the presidential system at various times, the mixed capitalist system based on the capital accumulation on which it was based, neither overcome disruptions nor prevent failures.However, when we look at the various stages of the education from kindergarten to doctorate, which is obliged to meet the human resource needs of the real sector, it is seen that formal or open education is almost insensitive to these needs of the real sec tor. In an environment where the reel sector foresees 1 error per million in production processes, it is a clear fact that the instructor profile, whose basic function should be the guidance of obtaining information, cannot be met with the teacher profile mentioned above. As a result, the education sector, which is responsible for producing intellectual human capital output, with the task of eliminating the failures caused by the market economy especially in the sectors where educational services are offered, has itself been open to failures and externalities.
