In democratic regimes, the main target of politicians is to gain political power or to extend theduration on their power. The realization of this aim depends mostly on voters' choices. The government, who is aware of this situation,can resort to many methods in the pre -election period, to direct voter preferences in line with their own interests. The political power do this by manipulating money and fiscal policy. Political business cycle, is a cyclical fluctuation that results from the manipulation of policy instruments by incumbent politicians hoping to stimulate the economy just prior to an election and thereby greatly improve their own and their party's reelection chances.The aim of this study is to examine the literature on political conjuncture fluctuations, which is in the common subject of the policy and economic sciences. The other aim is to to present experimental investigations carried out in Turkey
