An indictment about the situation of Caucasian Immigrants and responsibility of state officers on these situations, written by a state officer whose working as a pharmacist for immigrants in Trebizond is a remarkable document. Es-Seyyid Huseyin Efendi has written down the abuses, irregularities and corruption happened at Trebizond in year 1864 by twelve articles in an indictment and wanted an immediate solution. Those complaints were sent immediately to Istanbul by the settlement officer whom Es-Seyyid Huseyin Efendi gave his indictment to. Ultimately, government stated that the officers –espacially doctors– whom were subjected to the complaints has to be warned at first and in case of continue they had to be deposed. In this study, our goal was enlighten the migration and settlement incidents in Black sea region cities starting from the indictment we mentioned and also using a lot of state documents about the subject. By using these materials we aimed to explain the migraton and settlement from both native population and immigrants eyes and also show State’s opinion
