MODERNIZATION OF HOMELAND SECURITY SERVICES IN PERSPECTIVE OF NEW PUBLIC MANAGEMENT: A STUDY ON INNOVATIVENESS LEVELS OF PERSONNEL OF GENDARMERIE ORGANIZATION

During transformation process from classic public management to new public management, it is inevitable to adopt security services to this transformation. As a result of transformation of liberal subject understanding to global public, more civilized society structure is being formed. In this research, innovativeness levels of personnel of gendarmerie organization having important role in modernization of homeland security services were evaluated in this respect. In the research, total (n=409) personnel working at A?r? City Gendarmerie Organization in April-May 2014 year duration were subjected to survey, innovativeness levels and its differences based on demographic properties were analyzed. According to results of the study, innovativeness levels of gendarmerie organization personnel were lower in general. Innovativeness levels did not differ based on demographic properties of age, education, job experience, marital status and family type (p>0,05). On the other hand, army officers had the highest, sergeants had moderate and specialist sergeants had lower innovativeness level, and innovativeness levels showed statistically significant differences based on rank (p<0,05). In order to set up more modern homeland security services, it is recommended to increase innovativeness levels of personnel.
