While the Ottoman Empire lost its central authority power in the countryside, because of political, social and economical reasons in the 18th century, some local families called “The Ayan Families” became stronger and there were a lot of small or large Ayan Families in the Otoman Empire. One of the Ayan Families in the Empire was Tugayolu Family, living in the Manavgat County of Alaiye Flag, who got the Ayanship authority at the beginning of the 19 th century. After the conflict between the Tekelioullar?s and Kad? Abdurrahman Pasha, and the Abdurrahman Pasha’s and his sons’ had been eliminated, the Tugayoullar?s, which lived in Manavgat, did not only share the belongings the Kad? Pashas’ but also they became a family supported by the Tekelioullar?s. Although the Tekelioullar?s had been eliminated, the Tugayoullar?s performed the position of being the Ayan, and also took the position of the Manavgat County Management. They were chosen as the member of Antalya Management Council. During all these, they took role in different areas such as collecting the tax and dispatching the soldiers. Besides, the Tugayoullar?s, who were complained to the central authority, had been powerful and effective in the country by means of the position and the authority and also the wealth they gained.
