FLEXIBLE EMPLOYMENT POLICIES IN PUBLIC HEALTH INSTITUTIONS: THE CASE OF ELAZIG

Health institutions have a crucial role in the establishment and functioning of the social structure. The establishment and functioning mode of the health institutions have a potential to impact directly both healthcare employees and patients that benefit from such services. In consideration of the organization and functioning manners of health services, it is seen that there are different employment forms in this field. The aim of this study is to understand the current working conditions and socio-economic status of subcontracted healthcare employees and reveal the consequences of subcontracted employment practices in the health sector from the viewpoint of employees and health institutions. The underlying reason behind the selection of healthcare field for the research population is the fact that it is one of fields in the public sector, in which subcontracted employment is most practiced. In the light of general data collected in this study, some significant results have been achieved. Employees in the study group consist of young and middle-aged, high school graduates, most of whom are married and within the low income group. Employees think that they do not get the payment corresponding to their efforts, their professional satisfaction and integration is not sufficient and their working conditions are repressive and heavy. Pessimistic about their working conditions to improve and the general situation in Turkey, the employees stand aloof from participating in union movements due to their concerns that it might cause them to lose their jobs.
