The university, which emerged as an urban institution in medieval Europe, was shaped according to social requirements, not initially as a result of planning. In time, with the increasing demand for higher education, especially after World War II, the planning approach towards universities emerged. University planning is a process, which consists of many important stages, such as ‘determining location selection, type, and size of the university and it’s academic, financial and spatial structure’. Location selection decisions of the universities, which constitute the first stage of this process, are divided into two; the first is the distribution of universities within the country and the second is the location selection of universities within the city. The distribution of universities within the country is the national scale; the location selection of universities within the city is urban scale planning decisions. In this study, a new methodology was proposed to evaluate the location selection of universities within the country by using AHP and TOPSIS methods together. In this context, firstly the parameters affecting the location selection of universities within the country were determined and then these parameters were weighted with the AHP method. The parameter weights obtained were used as input in the TOPSIS method and the ranking of alternative cities was carried out. As a result of the study, it was revealed that the establishment of the university can only be said yes if there are environmental conditions and economic opportunities that will allow for adequate quality. In this way, the environment in which the university will be established will more easily accept the ideas, consideration and research products that the university produces and spreads around. The difference in scientific levels of universities established in different cities on the same dates with similar budgets years later confirms this.
