Umar period is, of course, the most important one in the Hulefa-i Rashidin period. Umar has created some new institutions of the state over a period of about ten years. Umar has also taken part in the education field on the one hand while doing these things on the one hand and has been obliged to teach the Qur'an in order to turn the masses known as the primary institution into religious institutions. Likewise Umar is the first person in the Islamic state who connects salaries from the state treasury to the teachers in the primary education institutions and makes them widespread. Also Umar has made special efforts to teach the Qur'an with the learning and teaching of the Arabic. Umar also showed a similarity of these efforts for the teaching of the hadiths of Rasulullah. During the Umar period, which strives to walk regularly in the teaching of the schools as much as possible, education and training have been carried out within a certain plan and framework.
