CULTURAL SENSITIVITY IN THE CONTEXT OF SOCIAL SERVICES FOSTER FAMILY IN TURKEY MODEL: ISTANBUL AND BİNGÖL EXAMPLE

Cultural reasons for the low number of foster families in Turkey in this study can be found in the foreground. This research aims to discover and describe the effect of culture on foster families' processes of becoming and maintaining a foster family. Culture is the set of material and spiritual values of a society that continues for generations. In other words, culture has a direct impact on people's individual family and social lives. In our study we focused on the situation of families, taking into consideration the context of social services to foster culturally sensitive model in Turkey. about children in need of protective and preventive responsibility of state protection in Turkey in recent years it has been working to promote foster care and adoption models as well as in the West. With this in mind, the study aimed to eliminate the deficiency in this field by addressing the necessity and cultural dimension of the alile-focused model, which is one of the protective and preventive service models. The working area consists of people whose foster family is a foster family according to the regulations. Interview and observation techniques were used to obtain information in the research. For this purpose, the semi-structured interview technique was used by considering the experiences and observations of 15 people who were limited to foster families and the reasons for the problems they experienced and the regional and cultural conditions. It was concluded that foster families learned the foster family model from SHM, foster family unit, friends / environment from institutions and organizations, promotional programs, NGOs, media, internet and television. It was determined that foster families applied for the source of choosing a foster family to be left out of the kindergarten, not having a biological child, social responsibility awareness and adoption. Yet another result has been observed that the religious values and traditions and customs of families are effective in mating with children. It was concluded that almost all of the foster families gave positive reactions to their immediate surroundings and their children's decision to become a foster family. Regarding the age and gender preference of their children, it has been concluded that the majority of families prefer 0-6 age group and girls. It has been observed that most of the foster families need psychological and psocosocial support and that this support is insufficient
