Macro-institutional approaches, which are included in the tradition of comparative historical institutionalism, attach importance to the environment as well as efficiency. Based on the classification of the business demands made by Richard Whitley, it is argued that some socio-economically developed countries have business systems and all sector structures are shaped according to these business systems. In this study, similar business systems owners and government raid in dependent business systems located in the group, Turkey and South Korea's unionization actors in the literature that Turkey Confederation of Trade Unions (TÜRK-??) and the South Korean Democratic Trade Union Confederation (KCTU) made the comparison in recent years occurred in the comparative developments and innovations within the meaning union It is discussed.
