With the collapsing of Soviet Union, the most important problem in the independent countries, which have entered into the process of democratization, is the reconstruction of states. Having a centralist and totalitarian system in the management of state, `separate of ruling forces` principle has been occurred as a management system. As a federal country in the structure of former Soviet Union, Azerbaijan has entered into the process of creating a new state after gaining independence. In this article, after the independence of Azerbaijan Republic, its management system and duties have been studied.
