Science and technology policies have been genuine policies that guide the social and political course that directly affects the welfare level of countries all over the world, revealing the conditions of development and change. Because of this effective function of technology, all countries show every effort to produce technology, to obtain, to use and spread the technologies produced by other countries. Today, countries have a very different appearance in terms of the ability to produce and obtain technology. At the basis of these differences are many factors such as the geographical location of the countries, the cultural structure education system. At the same time, the technology policies implemented in the countries are of great importance in terms of activating the existing values. The purpose of this study is to evaluate the effectiveness of science and technology policies implemented in Turkey after 1980 and to examine the objectives of the policies implemented and what are the consequences of realization. The study will be evaluated within the framework of each policy document issued after the 1980s.
