AN ALTERNATIVE METHOD IN PUBLIC ORDER ‘NEZİR

Having a meaning of consecrating certain behaviours and worships, as of the late 17th century nezir began to define the agreements states made with their subjects so as to sustain public order. These agreements became valid with the document arrangement by the court in which the sides were present. Through these agreements the Ottoman Empire tried to maintain security and order, keep the regional tribes under control, prevent piracy, hamper quarrels of Yeniçeri troops and control markets. Besides, tradespeople of the public itself could come to terms with each other by making agreements. Nezir having an aspect of deterrence and punishment beheld its will of enforcement from the responsibilities undertaken by the parties. These enforcement elements were mostly based on economic sanctions. However, physical responsibilities such as consenting to forced labour, assenting whacking and execution of rebellions are among the aspects of nezir. This method used in an extensive geography stretching from ?stanbul to Arabic states was abolished with the ratification of Tanzimat.
