In performance measurement in instrument instruction, one of the subcategories of music instruction, performance tests have been utilized to obtain more objective results by using a scale that has scientific qualities. From this point of view, within the study the literature related to the topic was scanned extensively; a performance observation form was composed through the data obtained; a scale was formed by receiving the views of experts about this performance observation form. In accordance with the views received, the scale was applied to 7 students who study at Ataturk University the Faculty of Fine Arts, Department of Musicology and Ataturk University Kazim Karabekir Faculty of Education, Department of Music Instruction and whose personal instruments was the guitar. The results of the application, to which 4 guitar instructors participated as raters, were analyzed using various statistical methods and SPSS 17 software. Factor analysis was applied for the structural validity of the scale developed and it was seen that all the loads of factors were high. Besides, Cronbach’s Alfa reliability factor was detected .84, Kendall’s W inter-raters reliability factor was detected .60. As a result of the studies, applications, practices and analyses within the current research, it is considered that a scale that has validity, reliability and practicality at an acceptable level has been developed.
